It's best to call a professional to either deep-clean or replace your carpet padding. Unfortunately, pet urine typically soaks deeper into the pad than a standard carpet cleaner can reach.

It could be clogged. If you're comfortable doing this, try taking everything apart and cleaning it out. Then try again; if clogging is the problem, then it will start sucking up debris into the tank again. If not, take it to a repairer for help.

Make sure the lid is sealed and the handle is rotated to the lock position. It's important to do this after placing the tank in the cleaner. On clean smooth floor, pull trigger to check flow. If all of this fails, your shampoo line may be clogged. Hot water and vinegar mixture left alone in the tank for 30 minutes will help dissolve any shampoo residue and a chemical free cleaner ready to go.
